Can Windows 2003 Server play the dual role of Terminal License service as well as Citrix License service. I have more then 200-400 concurrent users access the published application.
Please help me understand the pro's and con's if the same server is made as a Terminal & Citrix license servie. Are there any issues reported with such type of configurations?

Yes the server can play both roles without problem. Given the number of users a second terminal service licensing server (two total) would be a good idea and with that you may want to just install it on two of the DCs.
